Individual items are cited on this site by the city's own item identifiers, for example 260521_RG_038 for the 21 May 2026 Dog's Head development agreement. Votes taken after 28 May 2026, including the 23 July 2026 financing vote, are cited to published reporting because the dataset had not yet been updated to cover them.
The city's file has 6,616 rows with Ryan Alter's name on them. Not all of them are votes. A row exists for every agenda item he was on the roll for, including items that were pulled before anyone voted. Here is the whole file, broken out.
| Recorded as | Rows | What it means |
|---|---|---|
| Yes | 5,886 | He voted yes. |
| No | 17 | He voted no. |
| Withdrawn | 278 | The item was pulled off the agenda. Nobody voted. Every council member has the same row. |
| No Action | 146 | The item was called but not voted on, mostly public hearings conducted without a vote. Again, council-wide. |
| Absent | 225 | He was not at the meeting. These fall on three meeting days out of 104. |
| Off Dais | 57 | He was at the meeting but away from the dais when the vote was taken. |
| Recused | 7 | He formally recused himself. |
5,886 plus 17 is 5,903. That is every time a yes or a no was actually recorded from him, and it is the number we divide by. 5,886 of 5,903 is 99.7 percent.
We do not divide by 6,616. Four hundred and twenty-four of those rows are items no council member voted on, and folding them in would produce 89 percent, which would be both wrong and softer than the truth. The remaining 289 are items that were decided while he was absent, off the dais or recused.
Counts pulled from dataset j48w-feyx, grouped by the file's own vote_cast field and checked against its action_taken field. Run the grouping yourself on the city's portal and you will get these seven numbers.
